Clerk of the Privy Council
Richard was appointed Clerk of the Privy Council by Queen Elizabeth II on 8th February 2012.
As Clerk of the Council, he is the senior civil servant with responsibility for the work of the Privy Council Office. At Privy Council meetings, it is the role of the Clerk to act as the official witness to all business transacted; and the signature of the Clerk is appended to all Orders made in Council. The Clerk of the Council can also be called upon to provide advice or briefing to The King or Members of the Privy Council, on items Privy Council business.
Richard was appointed a Commander in the Royal Victorian Order (CVO) in the 2022 New Year’s Honours, in recognition for his services as Clerk of the Privy Council and Prime Minister’s Secretary for Appointments, and previously as Head of the Honours and Appointments Secretariat in the Cabinet Office.
